The Basics — Who Owes What
- Rate: 1.5% of all taxable income earned in Bellevue
- Who must file: Every resident of Bellevue AND every non-resident who earns income in Bellevue
- Taxable income includes: wages, salaries, commissions, business income, rental income, and net profits
- Not taxable: retirement income, Social Security, most interest and dividends (Ohio municipal tax rules)
- Due date: April 15 annually (same as federal/state)
- Extension: 6-month extension of time to file available (but not an extension to pay)
Residents
If You Work IN Bellevue
Your employer withholds Bellevue city tax from every paycheck. If you're paid in full, you may still owe a final return at year-end. Verify your W-2 shows Bellevue tax withheld.
If You Work OUTSIDE Bellevue
You must still file a Bellevue return as a resident. Bellevue gives a credit for income tax paid to another Ohio city (up to the 1.5% rate) to avoid double taxation.
Self-Employed / Business Income
Net business profits are taxable at 1.5%. Quarterly estimated payments required if you expect to owe $200 or more for the year.
Retirement Income
Pension income, Social Security, and most retirement distributions are NOT subject to Bellevue city income tax under Ohio law. Wages earned after retirement age ARE taxable.
Employers & Businesses
Employer Withholding
All employers doing business in Bellevue must withhold the 1.5% city tax from employees' wages and remit to the city. Withholding must be remitted monthly (if over threshold) or quarterly.
Business Net Profit Tax
Businesses that have net profit from activities conducted in Bellevue owe the 1.5% tax on that profit. File using the net profit return by April 15.
RITA Administration
Note: many Ohio cities use RITA (Regional Income Tax Authority) for administration. Check with City Hall or the city's tax office to confirm whether Bellevue uses RITA or its own administrator. ritaohio.com | (800) 860-7482

Online Payment
If Bellevue uses RITA, pay online at ritaohio.com. Otherwise, check bellevueohio.com for the city's online payment portal. Online is fastest.
By Mail
Make check or money order payable to 'City of Bellevue' and mail to: City of Bellevue Income Tax Department, 225 E. Main St, Bellevue OH 44811. Include your SSN/EIN and tax year on the check.

Estimated Quarterly Payments

Credits, Exemptions & Refunds
Credit for Other Cities
Bellevue residents who pay city tax to another Ohio city get credit against Bellevue tax (up to 1.5%). Attach documentation from the other city's return.
Low-Income Exemption
Residents whose total income falls below a certain threshold may qualify for exemption. Contact the Bellevue Tax Department for current income limits.
Refunds
Overpayments (e.g., if you moved mid-year) are refundable. File a refund claim with your annual return. Processing typically takes 6-8 weeks.
