What is a DORA?
A Designated Outdoor Refreshment Area (DORA) is a defined zone in Bellevue's downtown where adults 21+ can legally carry and consume alcoholic beverages purchased from licensed DORA establishments. Ohio law allows cities to create these zones to encourage downtown economic activity.
How Does It Work?
Purchase a drink from any participating DORA establishment in the official DORA cup. You can then walk freely within the DORA boundary, visit other shops, enjoy the outdoors, and return to any DORA bar for another. When you leave the DORA zone, the open container must be finished or disposed of.
DORA Rules
- Drinks must be served in the official DORA-branded cup from a participating establishment
- Adults 21+ only — valid ID required when purchasing
- Stay within the designated DORA boundary (see map below)
- Glass containers are not permitted in the DORA zone
- DORA hours vary by establishment — most run Friday-Sunday and special events
- Open containers are NOT allowed in vehicles
- Respect the community — DORA is a privilege, not a party
